Do I need Peppol? E-invoicing obligation in Germany
Since 1 January 2025, every company in Germany must be able to receive electronic invoices. For sending, staggered deadlines apply. From 1 January 2027, companies with more than 800,000 euros in prior-year revenue must send e-invoices, and from 1 January 2028 all companies. For public authorities, the e-invoice has been mandatory since November 2020.
Important to know: Peppol is not legally required. XRechnung, ZUGFeRD or EN-compliant EDI are also permitted. But Peppol is the route that covers most of these formats and works internationally. Once connected, you reach business partners across Europe and beyond, without building a separate solution for each partner.
When to use Peppol?
- You supply public authorities and need to transmit XRechnung
- You have business partners abroad, for example in Belgium, where Peppol becomes mandatory in 2026
- You want to meet the German sending obligation from 2027 or 2028 in a future-proof way
- You regularly exchange invoices or orders and want to automate the process
How does Peppol work?
Different message types (e.g. invoices and orders) are exchanged in standardized formats (e.g. BIS Billing 3.0 or XInvoice) via the Peppol network. The exchange in the Peppol network takes place via access points. Besitec operates such an access point and has been certified as a Peppol Access Point Provider. The “4-Corner-Model” describes the functionality of the Peppol network very well. Peppol integrates business processes by standardizing the way information is structured and shared. Whether you’re sending invoices or handling other business transactions, Peppol provides a common digital language for businesses around the world.
