Peppol UK Mandate: The United Kingdom Commits to Peppol for E-Invoicing 2029

Under the Peppol UK mandate, the UK government announced on 23 June 2026 that Peppol will be the
central interoperability network for electronic invoicing in the United
Kingdom. The announcement is part of the official HMRC paper “Tax update
2026: simplification, modernisation and fairness” and aligns with the
growing international adoption of Peppol, which we document continuously

What does the Peppol UK mandate mean in practice?

The United Kingdom has confirmed Peppol as the core interoperability network for the planned e-invoicing mandate in 2029. This means the country is building on already established infrastructure rather than developing its own national standard from scratch.

Important: this is a directional decision, not finalised legislation. According to HMRC, the announcement gives software developers and taxpayers a clear indication of direction, allowing them to begin planning product development and the rollout of e-invoicing solutions

Planning certainty

Even though the mandate only takes effect in 2029, the technical model
is now clear. Providers and businesses can invest with greater
confidence.

International connectivity

Peppol is already being used or planned as a model in several countries.
For businesses with cross-border operations, this means more consistent
and simpler connections in the long term.

The open question of legacy systems

HMRC has explicitly stated that the role of existing systems, which
cannot interoperate under the future model, will continue to be
discussed with stakeholders. This is the decisive point for many
businesses.

What happens to existing EDI connections?

This is the most important open question. Many businesses have exchanged invoices via established EDI connections for years. Forcing all existing connections to switch to Peppol would create unnecessary effort.

The pragmatic answer is coexistence. Existing EDI connections do not need to disappear, as long as interoperability is ensured under the EN 16931 standard. The decisive factor is not the transmission method, but data quality.

What does this mean for German businesses?

Although the decision concerns the United Kingdom, it is relevant for German businesses with UK trading partners. The international trend is clear: e-invoicing is increasingly handled via Peppol, and national mandates are aligning with shared standards.
