Peppol e-invoice transmission is becoming easier for businesses and public contractors in Germany: Since March 3, 2025, invoices in ZUGFeRD and Factur-X formats can also be sent via the Peppol network. This finally clarifies the secure and legally compliant transmission path for structured invoices – a crucial question in the context of new VAT legislation.

Peppol is not an invoice format, but a digital transmission network that companies worldwide can use for the secure exchange of electronic business documents. Think of Peppol like an email system – but specifically designed for structured data such as e-invoices. With Peppol e-invoice transmission, invoices are exchanged through certified Access Points, regardless of the software being used.

In Germany, Peppol is already established for sending XInvoices to government authorities. Now the scope is expanding: hybrid formats like ZUGFeRD, Factur-X, and Order-X are officially included in the Peppol document list.

Latest Updates in Peppol E-Invoice Transmission

Previously, formats like ZUGFeRD and Factur-X were not supported in the Peppol network. With the current expansion of the Peppol document type list, this has changed: Since spring 2025, Peppol e-invoice transmission for these formats is officially possible. Status messages are also supported in this process.

This provides Peppol with another legally secure option for e-invoice exchange. This is particularly relevant in light of upcoming legal requirements such as the ViDA Directive and §14 UStG.
